The Commission proposed recognising the equivalence between 'JI' (joint implementation) and 'CDM' (clean development mechanism) credits and emission allowances within the Community scheme. This link between project mechanisms and the Community scheme for emission allowance trading would increase the diversity of compliance options, promote technology transfer to industrialised countries and to developing countries, and at the same time lead to a reduction of compliance costs for companies. This proposal would therefore improve the liquidity of the European market in greenhouse gas emission allowances in the Community and lower the market price for them.
