Directive on Emissions Tradings : status and perspectives

2002

The Proposal for a directive of the European Parliament and of the Council establishing a scheme for greenhouse gas emission allowance trading within the Community and amending Council Directive 96/61/EC arises from the need for the European Union to reduce its emissions of greenhouse gases cost-effectively and meet its obligations under the United Nations Framework Convention on Climate Change and the Kyoto Protocol.

A brief introduction to the subject has been given by Rolf Linkohr. Rapporteurs and Shadow rapporteurs gave their personal views on the amendments.

This dinner-debate taking place after the tabling of amendments and before the vote in the leading Parliamentary Committee (18 June) allowed the participants to have an informal and in-depth discussion on the more significant amendments, those which will tailor the essential features of the final directive.

All participants brought inputs to the discussion and contributions emanated not only from MEPs but also from representatives of industries.
