Integration of the EU electricity market and the Third Regulatory Package

On 19 September 2007 the Commission is due to publish their proposals for a third legislative package on the internal energy market. Its objective is to strengthen competition and to remove the remaining obstacles on the way towards achieving a truly integrated European market.
 
One key problem to be overcome is the persisting fragmentation of the EU electricity market. Johannes Teyssen, Chief Operating Officer of E.ON AG, gave an analysis on what has been achieved so far in integrating European electricity wholesale markets and what are the key remaining obstacles hindering stronger interpenetration of national markets. This is drawn on experience gained in the different regions where E.ON is present, including the Nordic, UK and continental European markets. Issues to be considered: What is the progress towards creating a European trading platform? Is current network development conducive to and sufficient for market integration? What additional rules are needed to foster market integration?
 
Against this background we discussed in how far the Commission’s new legislative proposals on regulatory cooperation, further unbundling measures such as ownership unbundling or independent system operators and new trading rules address the problems identified or where a shift of focus is recommended.
